CCCD Agreement and Bylaws 3/2023 District Agreement 8.0

Our Mission
At the Carroll County Communications District (CCCD), our mission is to encourage and promote the establishment of state-of-the-art symmetrical high-speed broadband internet connectivity and service to every residence and business within Carroll County, NH. We strive to work cooperatively or in partnership with existing communications providers through formal or informal agreements when possible.

Our History
Established in 2023 under NH RSA 53-G, CCCD was formed by the Member Towns in Carroll County, NH, creating a separate and distinct body politic and public instrumentality of the State. Our purpose is to foster connectivity and enhance communication throughout the region. We are committed to transparency, integrity, and community engagement, as evidenced by our adherence to public meeting protocols and the annual publication of our activities and financial statements.

Our Future Goals
Looking ahead, CCCD aims to expand our reach and impact within Carroll County. We are dedicated to exploring and securing various funding sources, including federal, state, regional broadband, and economic development grants or loans, revenue bonds, private investment, subscriber fees, and more. Our focus is on innovation, collaboration, and the continuous improvement of our services to meet the evolving needs of our community.

Our Commitment
CCCD operates with a clear set of principles and limitations. We do not incur debt that obligates any Member Town or citizen, nor do we raise revenue through taxation. Our governance structure ensures fair representation, with a Governing Board composed of unpaid Representatives appointed by the Select Boards of the Member Towns. We are here to serve our community, and we invite you to join us in our mission to connect Carroll County.
